The Washington Conference 1921
The Washington Conference in 1921 was a military conference in 1921 held by President Harding that included USA, UK, Italy, France and Japan. It was the first international conference ever held in the United States. At the conference the "first SALT talks" for disarmament. C.E. Hughes said that "the way to disarm is to disarm". Hughes revealed his 4-Par naval plan which put USA and UK on a ratio of 5:3:1.67 for Japan, Italy, and France respectively. The conference also presented a 9 Power treaty which guaranteed Open Door and Independence of China. The 4 Power treaty was made to respect Pacific Possessions. The treaties and agreements however lacked enforcement, but it also limited the amount of Capital ships building.
